I figure UW1 and 2 allowed the Avatar to regularly be a bastard, so why can't we?
One concern some fans have had is whether the dialogue choices will be BG- or Fallout-like. That is, is the selection a exact dialogue snippet your character says when you click that option?
Some of our random wilderness encounters are set up that way. The overwhelming vast majority (95%) are either U6 style 'yes'/'no', etc., or involving an approximation of what you the player want to say without putting exact words in your mouth.

A short update regarding the main plot:
Depending on how a host of physical world factors in my life go, I may reach the 2/3's mark for the main quest by early November.
What has consistently made writing a given section longer is coming up with several quest solutions that fit various different styles. So in some cases it's not a grand accomplishment that a certain necessary quest is completed but how the player did it. That can have effects on NPC reaction and subsequent quest availability--which in turn will make some segments of the game harder, others easier.
I know you love vague details as much as I do, but there you go.

Absolutely. Replayability is a fundamental cornerstone.
So far as the main quest and several cities go, U9R is being designed so that, unless you choose all the exact same options and style of play, you're likely to have a moderately different experience through several replays. If you really change how you replay the game (e.g. being selfish and evil versus being an Avatar), the outcome will be very different.
Speaking of which, the endings.
In some cases, a big decision you as a player make during mid-game can make certain endings open up while others close. Who you decide to help you out for getting this item or accomplishing this task can change how you get to the endgame, what happens during that sequence, and what happens to Britannia.
For other endings, it entirely depends on the conduct of your character throughout the main quest. Some of these will be subtle, but they are there.
