Well, I don't know about you but my bet is on Bioware. They made great RPGs (but oddly enough no sequels) and if there is a developer who can do it it's them. Look at the dialogue of Neverwinter Nights 1 (never played 2), its SOOO Ultima.

(For those living under the rock, EA has already made a purchase agreement with Bioware, after Mass Effect Bioware becomes property of EA)

Bethesda is not one of the options I would consider. They prefer world extravaganza to character developement. If you look at people's thoughts about their series they always mention how big the world was, not a memorable character who stands out.

I can't imagine Bioware wanting to make the tenth game of a long-standing and now fairly old series. It seems more akin to something Bethesda might do, given their exuberance in taking on Fallout 3. But even there, one isn't dealing with the same cast of characters or really any one from the first two (so far as I know given that I haven't followed the development process for awhile). I guess they could make a stand-alone Ultima, but how they'd bring in all of the series elements or characters is beyond me.

I think Bethesda could do it with the right development team, regardless.

My guess is that if anyone did bring back Ultima, it'd try to get back to the roots of the series. Maybe have a new Ultima 4-esque type of game. The Avatar is gone after Ascension (given the title).

Unless there was a lot of silly back-tracking or explanations about the Avatar suddenly descending when he'd ascended to fight his evil self, I have trouble seeing where you could pick the series back up.

Or hell they could just disavow U9:A's existence. Most of us have, eh?

While it's pretty obvious that Bethesda would nail Ultima, would they want to do it considering the similarities to The Elder Scrolls series?

I'd think they'd do it.

I think Bethesda is in the process of moving beyond their core strength, that is, which is world generation and population with a realistic number of slightly to fairly differentiated NPC's. The company has said they're going much more focused and character-driven with Fallout 3. Regardless of the delivery, I think they want to shake off the Daggerfall vibe around their products.

To my mind, it seems like they took on the Fallout 3 assignment as much for the love of the series and potential revenue as to expand as a game company by developing their ability to do the micro.

If they did do Ultima, I suppose it'd be a cross between their traditional style and the Fallout style they wish to pick up. Ultima had huge numbers of NPC's with moderate to deep detail, but also a 'world is your oyster, do what thou wilt' sortof vibe.

After all, no one really fits the niche nowadays that Origin or Black Isle had. Then again, maybe that sort of game simply no longer appeals to the broader market as opposed to first-person action RPG's.

I'm rambling, sorry.

I'm hoping there will be a revival someday for quality RPG's where they focus more on the world feeling/acting real than just looking real. I see it being a kind of "coming out of the Dark Ages" moment where features that were solid in the old Ultima games (like NPC schedules) come back and everyone heralds it as a breakthrough innovation.
